How exactly does a whistling buoy work?

I want to make several whistling buoys of a seaside instillation and I would like each one to whistle at a different pitch, can anyone help me design one. How do they function or where could I find out? (whistling/screaming buoys are those buoys that make a whistling noise as they bob on the waves to warn fishing boats of rocks at night or in low visibility).
