I need the specific law concerning passengers in a boat, being towed, inside campgrounds?

I was towing a pontoon boat behind my truck from the lake back to the campsite with 5 people aboard, which is beside the campground. The park ranger ticketed me and said it was against the law in Arkansas to do that. I was only going 10 miles an hour, under the 35 MPH limit posted. He told my passengers to get into the back of the truck and ride, which 2 of the passengers were under 12. It is against the law in AR for anyone under the age of 12 to ride in the back of a pickup truck.
