Would Biblical action figures be considered blasphemous as long if there was no idol worship?

Jesus of course, plus collect all 12 disciples...fishing boat, Mary Magdalene, little plastic baskets of loaves and fishes...why not?

It surely beats playing war with toy soldiers, yes?
